About this opportunity
The Department of the Navy Military Sealift Command (MSC) has issued a Special Notice announcing its intent to modify Contract N3220519D1000 with incumbent contractor STRATASCORP. The modification will increase the contract ceiling by $44,500,000, from $210,000,000 to $254,500,000, to support continued Command, Control, Communications and Computer (C4) Afloat Operations and Sustainment services through June 30, 2026. The agency is utilizing the sole source justification under FAR 6.302-1, citing that only one responsible source exists and no other supplies or services will satisfy the agency's requirements. MSC states that STRATASCORP is the only contractor with the necessary prepositioned personnel, security clearances, and operational continuity to maintain mission-critical afloat IT support without disruption. The modification is intended to fund operational task orders during the transition period before a competitively awarded follow-on contract can be implemented.
The primary purpose of this modification is to ensure uninterrupted C4 afloat operations and sustainment services while preventing any break in critical mission support during the procurement transition period. Although this is not a request for competitive proposals, MSC has provided an opportunity for other responsible sources to submit capability statements by June 17, 2025, if they believe they can fulfill the requirements without causing service disruption. Any contractors interested in responding must demonstrate their ability to perform the required services without interruption to coverage and must already possess the appropriate security clearances and infrastructure. The agency emphasizes that awarding to any source other than the incumbent would result in unacceptable service breaks due to the time required for procurement processes, personnel onboarding, and facility clearance procedures. This sole source approach reflects the critical nature of maintaining continuous IT support operations for military sealift command activities.
Notice text
In accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Department of the Navy, Military Sealift Command (MSC), intends to issue a modification to Contract N3220519D1000 with STRATASCORP, increasing the contract ceiling by $44,500,000, from $210,000,000 to $254,500,000. This increase is necessary to support continued Command, Control, Communications and Computer (C4) Afloat Operations and Sustainment services through 30 June 2026.
This modification is required to fund anticipated and continued operational task orders to ensure uninterrupted services during the transition period before a competitively awarded follow-on contract can be finalized and phased in.
STRATASCORP TECHNOLOGIES, the incumbent, is the only responsible source with the prepositioned personnel, security clearances, and operational continuity required to maintain mission-critical afloat IT support without disruption. Awarding to any other source would result in an unacceptable break in service due to time required for procurement, onboarding, and facility clearance processes.
This notice is not a request for competitive proposals. However, any responsible source that believes it can fulfill this requirement without causing a disruption in critical mission support may submit a capability statement to the contracting office by the closing date of this notice. Submissions must demonstrate the ability to perform the required services without a break in coverage and possess the appropriate clearances and infrastructure in place.
