About this opportunity

The United States Agency for International Development (USAID) in Ghana has issued a Special Notice to modify Contract #72064120C00003 with Palladium International LLC. The proposed modification would increase the Total Estimated Cost (TEC) of the contract by up to $6,000,000, from $24,998,292 to $30,998,292, and extend the period of performance by 18 months, from October 26, 2025 to April 26, 2027. The statutory authority cited for this modification without full and open competition is AIDAR 706.302-70(a)(2), which allows for exemptions when full and open competition would impair or adversely impact foreign aid programs.

The purpose of the modification is to mitigate the negative effects of a severe drought and fiscal crisis in Ghana, which have impacted agricultural lending and threatened recent gains. The modification will allow USAID to intensify and expand key interventions to increase access to finance in Ghana's agricultural sector, including providing performance-based grants to financial institutions and strategic partners to stimulate loans and investment to micro, small, and medium enterprises. This notice is not a request for competitive proposals, and no solicitation package will be issued. The modification is within the scope of the existing contract, and Palladium will continue providing expert technical services to achieve the program's objectives.
