About this opportunity
The U.S. Army Corps of Engineers has published a Special Notice announcing its intent to issue Supplemental Agreement DACA65-9-20-047-SA8 with Rest Easy LLC to extend an existing In-License agreement. This notice was posted on January 29, 2026, and relates to the provision of on-post lodging services for U.S. Army National Guard students engaged in Institutional Training. Rest Easy LLC has been previously determined as the only responsible source capable of providing these lodging services across a broad network of military installations. The supplemental agreement will extend the current In-License arrangement without competition. However, the Army has opened the door for other potentially capable contractors to submit documentation demonstrating their ability to provide comparable services.
The primary objective of this notice is to afford other responsible sources an opportunity to submit capability statements, proposals, or quotations that the Army will consider before finalizing the supplemental agreement with Rest Easy LLC. Interested contractors must submit their written correspondence or electronic submissions by 5:00 P.M. Eastern Standard Time on March 2, 2026, to the Chief of Real Estate at the U.S. Army Corps of Engineers, Norfolk District, or via email to caroline.c.mccown@usace.army.mil. The lodging services are required across seventeen military installations located in multiple states and Puerto Rico, including Joint Base San Antonio, Fort Rucker, Fort Sill, Fort Leavenworth, Fort Belvoir, Fort Bliss, Fort Gordon, Fort Huachuca, Fort Knox, Fort Leonard Wood, Fort Bragg, Carlisle Barracks, Fort Jackson, Fort Meade, Fort Benning, Fort Lee, and Fort Buchanan. To be eligible to participate, contractors must demonstrate the capability to provide on-post residential lodging services on all of the listed installations to support the Army's Institutional Training mission for National Guard students.
