About this opportunity

The U.S. Embassy Kuwait, operating under the Department of State, has issued Special Notice 19KU2026A0005 announcing its intent to establish one or more Blanket Purchase Agreements (BPAs) with qualified local vendors. This Special Notice was posted on April 23, 2026, and serves to notify potential contractors of the upcoming procurement opportunity in compliance with Federal Acquisition Regulation Part 5 filing requirements. A BPA is an agreement that establishes terms and conditions for future purchases rather than a binding contract, enabling the Government to place orders as needed while reducing administrative costs and paperwork associated with repetitive acquisitions. The opportunity encompasses multiple supply categories and is designed to streamline procurement processes for the Embassy's operational needs. Interested vendors must submit their proposals by the May 4, 2026 deadline.

The Embassy seeks to establish BPAs with licensed local vendors capable of supplying materials and equipment across sectors including plumbing, irrigation, electrical and lighting, tools, construction materials, mechanical equipment, and safety and industrial supplies. The anticipated performance period extends up to five years, with a total BPA value not exceeding the Simplified Acquisition Threshold of $350,000, while individual orders are expected to remain at or below the Micro-Purchase Threshold of $15,000 unless otherwise authorized. Interested vendors must submit complete documentation including a company profile covering relevant supply categories, a capability statement demonstrating their ability to meet requirements, and comply with standard federal contractor identification requirements such as providing their Unique Entity Identifier and Taxpayer Identification Number. Eligible participants must be qualified and licensed local vendors meeting the Government's procurement standards and regulatory compliance obligations. This BPA structure allows the Government to efficiently source needed supplies while providing vendors with ongoing business opportunities over an extended contract period.

This Special Notice is issued to comply with eFiling requirements and in accordance with Federal Acquisition Regulation (FAR) Part 5 to publicize the U.S. Embassy Kuwait’s intent to establish one or more Blanket Purchase Agreements (BPAs).

A BPA is not a contract or purchase order. Rather, it is an agreement that sets forth terms and conditions for future purchases, allowing the Government to place orders (calls) as needed. BPAs streamline the acquisition process by reducing administrative costs and paperwork associated with repetitive purchases. All BPAs will be established and administered in accordance with applicable procurement laws and regulations.

  • Tools (power tools, carpentry, masonry, and heavy-duty tools)
  • Construction Materials (e.g., cement, steel, aggregates, paints, insulation)
  • Mechanical Equipment (e.g., pumps, compressors, HVAC components, plumbing fixtures)
  • Safety and Industrial Supplies (e.g., PPE, fire protection equipment, industrial tools)

The anticipated BPA performance period may be up to five (5) years. Total value of all awards under this BPA shall not exceed the Simplified Acquisition Threshold (SAT), currently set at $350K. Individual orders (calls) placed under the BPA are expected to remain at or below the Micro-Purchase Threshold (MPT), currently set at $15K, unless otherwise authorized by the Contracting Officer.
