NOAA's NMFS, Alaska Fisheries Science Center intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with PR Aqua, for Atlantium RZ163-11 UV Reactor with full color HMI.

The National Oceanic and Atmospheric Administration Ted Stevens Research Institute (NOAA/TSRI), located at Lena Point in Juneau, Alaska, intends to procure an ultra-violet (UV) disinfection system that will treat combined waste sea water from a laboratory aquarium and a heat exchanger.  The waste sea water is discharged to coastal waters via a marine outfall in Auke Bay.  The discharge of wastewater from this outfall is regulated by the Alaska Department of Environmental Compliance (ADEC).  ADEC has issued an Alaska Pollutant Discharge Elimination System (APDES) permit for the outfall (permit number AK0053236).  The permit establishes allowable limits for wastewater parameters including flow, Fecal coliform (FC) bacteria, Enterococci bacteria (EB), pH, Dissolved Oxygen (DO), temperature, and ammonia nitrogen.  The UV disinfection system is required in order to meet the Fecal coliform and Enterococci bacteria limits stipulated in the permit.  

The new UV disinfection system will have three identical UV modules and a rated system capacity of 900 gallons per minute (gpm).  The system must have redundancy so it can meet the rated capacity with one module out of service.  The capacity of each individual UV module will be 450 gpm.  Each module will include a flow tube with flanged end connections, a single medium-pressure-high-intensity UV lamp installed in the flow tube, and a programmable controller.  The controller will be wall-mounted, and capable of varying the lamp intensity based on flow.  The controller will shut off the module to prevent overheating due to low flow.  The modules will be installed in the existing wastewater discharge piping in the basement of the TSRI building.  Other components needed to complete a fully functioning system such as flow meters, valves, and piping connections will be procured separately.

Each UV module will be an RZ-163-11 Hydro Optic unit manufactured by Atlantium Technologies Ltd., and distributed by PR Aqua, ULC

Only one source or brand name is reasonably available.   This particular system is essential to the requirements and market research indicates similar products do not meet or cannot be modified to meet agency needs.   The government hired Tetratech as an independent contractor to determine the equipment that would fit the specifications necessary to meet the ADEC requirements. This design was submitted to ADEC for approval. We can not deviate from the approved selected system and meet the permit requirements. A copy of their specification letter is attached.

Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No known potential alternate sources exist which could satisfy these requirement.
