About this opportunity
The Air Force Research Laboratory at Wright-Patterson AFB, Ohio has issued a Special Notice announcing its intent to award a sole source purchase order to the University of Nebraska for education support services. The procurement falls under NAICS code 611740 and is authorized under FAR 13.106-1(b)(1)(i) as a single source acquisition. The services will support the Center for Sustainment of Trauma and Readiness Skills Omaha (C-STARS) in conjunction with the United States Air Force School of Aerospace Medicine. This notice explicitly states it is not a request for competitive proposals, though the government retains discretion to determine whether competitive procurement may be warranted. The Air Force Research Laboratory is the issuing agency under the Department of the Air Force Materiel Command Research Laboratory.
The primary purpose of this Special Notice is to inform potential contractors of the government's intent to proceed with a sole source award while providing an opportunity for interested parties to submit information that might influence the procurement strategy. Any responses must be submitted via email to jessica.briggs@us.af.mil by September 22, 2025 at 10:00 AM Eastern Time, with the specific subject line "Education Support - Omaha" to avoid email filtering issues. Responses will only be considered for determining whether competitive procurement should be pursued rather than the planned sole source approach. Contractors must adhere to strict attachment requirements, submitting only PDF, DOC, DOCX, XLS, or XLSX files, as other formats including ZIP and EXE files will be automatically deleted by Wright-Patterson AFB's email security filters. The procurement supports specialized trauma and readiness skills training capabilities for Air Force medical personnel through the C-STARS Omaha facility.
