THIS IS A NOTICE OF INTENT TO SOLE SOURCE, AND IS NOT A REQUEST FOR COMPETITVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S Fish and Wildlife Service, Contracting and General Services, Region 7 in Anchorage, Alaska intends to award a sole source firm fixed price contract award on a noncompetitive basis in accordance with FAR 13 for delivery of fuels on a keep full basis to include propane, and heating oil for facilities supporting Tetlin National Wildlife Refuge, Tok, Alaska 99780, to Northern Energy Corporation, 13145 Alaska Hwy, Tok, Ak, 99780-0000 DUNS: 102885803,
The NAICS code for this acquisition is 211112 Petroleum gases, liquefied, recovering from oil and gas field gases.
The Government intends to solicit and negotiate directly with Northern Energy Corporation as market research indicates they are the only source capable and willing to provide fuel to this location. This requirement includes delivery of heating fuel to (15) fifteen heating fuel storage tank locations, and Propane to (16) fifteen storage tank locations. Historically, Tetlin NWR uses approximately 16,200 gallons of heating fuel, 1100 gallons of propane annually. Total gallons and cost/gallon are dependent on Refuge needs, weather and market.
No other solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement
This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive solicitation.
All responses or inquiries should be sent to randall_miller@fws.gov
