About this opportunity
The Department of Agriculture Forest Service, specifically the Mt. Hood National Forest Law Enforcement and Investigations department, published this Special Notice on January 5, 2026, regarding a proposed sole source contract award. The notice announces the Forest Service's intent to award a firm-fixed price contract to Clackamas County C-Com for 24-hour, 365-day-per-year law enforcement police dispatch services. This is a Notice of Proposed Contract Action published under the authority of FAR 12.102(a), which permits negotiation with a single source. No solicitation is currently available, and the government will not respond to requests for one. The contract will support the Forest Service's law enforcement operations across the Northern Oregon Zone, encompassing approximately 1.067 million acres within Mt. Hood National Forest and multiple ranger districts.
The primary objective of this contract is to secure comprehensive dispatch services for Forest Service law enforcement personnel, including Special Agents, Patrol Captains, and Law Enforcement Officers operating in the Northern Oregon Zone. Interested parties have until January 16, 2026, to identify their interest and capability to respond to the requirement. The Forest Service has determined that Clackamas County C-Com is the only provider capable of delivering this specialized service in the area, as C-Com operates as the central 24-hour communications center handling both emergency and non-emergency calls for law enforcement and fire departments throughout Clackamas County. While this is a sole source procurement, the notice provides an opportunity for potential alternative sources to demonstrate their capability and interest in providing these essential dispatch services to the Forest Service's law enforcement program.
