About this opportunity
The U.S. Army, through the 413th Contracting Support Brigade's Regional Contracting Office - Hawaii, has published a Special Notice announcing its intent to award a sole-source contract to Motorola Solutions Inc. for Land Mobile Radio (LMR) sustainment services. The contract will support the Indo-Pacific Partners (IP2) ASTRO 25 system across Hawaii, mainland Japan, Okinawa, and South Korea. This is a firm-fixed-price contract with an estimated total value of $22,354,135.01 spanning a base year plus three option years from March 2026 through September 2030. The Army is utilizing FAR 6.302-1 authority, citing that only one responsible source can satisfy the agency's requirements. The services will ensure secure and reliable communications for installation operations and first responders supporting all military branches throughout the Indo-Pacific Area of Responsibility.
The primary objective is to maintain 99.9% system uptime through comprehensive sustainment services including preventive and corrective maintenance, remote system monitoring, cybersecurity support, and emergency response coordination. Interested parties have until August 28, 2025, to submit capability statements if they believe they can meet the technical requirements, though this notice is not a request for competitive proposals. The sole-source justification is based on Motorola being the original equipment manufacturer with proprietary software, firmware, and diagnostic tools that preclude third-party access and maintenance. Only contractors with certified personnel and secure infrastructure across all required geographic areas would be eligible to participate. A Justification and Approval document has been prepared in accordance with FAR requirements and will be posted separately to document the rationale for other than full and open competition.
