About this opportunity

The U.S. Air Force Materiel Command Research Laboratory (AFRL) has issued a Special Notice expressing its intent to award a sole-source, firm-fixed-price purchase order to the Institute of Electrical and Electronics Engineers (IEEE) for access to the IEEE Xplore database. This action is being taken under the authority of FAR 13.106-1(b)(1)(i), which allows for a sole-source award when only one source is reasonably available.

The purpose of this action is to provide the AFRL and the Air Force Institute of Technology (AFIT) with access to the comprehensive collection of journals, conference proceedings, and standards published by IEEE. The period of performance will be from January 1, 2025, to December 31, 2025, with four optional one-year extensions. While this is intended to be a sole-source award, the government is soliciting capability statements, proposals, or quotations from all responsible sources within 5 days of the notice's issuance. Respondents must provide contact information, business size and socioeconomic status, and demonstrate how their product meets the specified requirements. The government will consider the information received to determine the appropriate acquisition approach, which could be a full and open competition or a small business set-aside.
