About this opportunity
The Department of Energy's Western Area Power Administration (WAPA), Desert Southwest Region, has published a Notice of Intent to Award a sole-source purchase order to ProFab Mobile Welding LLC for fabricated fuse ends required for capacitor bank replacements at the Flagstaff and Pinnacle Peak Substations. This special notice was posted on November 18, 2025, and indicates WAPA's determination that ProFab Mobile Welding LLC is the only known source capable of providing the specialized fabricated fuse ends needed for General Electric series capacitor banks. The procurement is classified as a firm fixed price purchase order under NAICS code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing). WAPA conducted market research concluding that no alternate sources exist that could satisfy the technical requirements for these components. Although this notice is not a request for competitive quotes, interested parties have the opportunity to demonstrate their capability to meet the requirement.
The purpose of this sole-source procurement is to obtain fabricated fuse ends with proprietary design and manufacturing processes that ensure precision, capacitance, and structural compatibility necessary for safe and reliable operation of the capacitor banks at both substations. Any interested contractor capable of meeting the specified requirements must submit evidence of their capability by 5:00 PM ET on Monday, November 24, 2025—five business days from the notice publication date. Responses must demonstrate the organization's ability to produce components meeting the technical specifications outlined in the accompanying Capacitor Bank Fuse Insulator drawing, which details precise dimensional and material requirements for the Garolite insulator component. There are no specific set-asides applied to this procurement, and any responsible source meeting the technical and capability requirements may participate. While WAPA retains sole discretion regarding whether to proceed with the sole-source award, submission of credible evidence of alternative capability could influence the government's procurement decision.
