About this opportunity
Whiteman Air Force Base, operating under the Department of the Air Force Global Strike Command, issued a sole source Special Notice on February 20, 2026, for a requirements contract to provide comprehensive data analysis services supporting the 72nd Test Squadron. The contracting officer intends to award this contract exclusively to BAE Systems Information and Electronic Systems Integration Inc., citing FAR 6.302-1(a)(2) and FAR 6.302-1(a)(2)(iii) as the statutory basis for non-competitive procurement. The NAICS classification is 541330 (Engineering Services), with a small business size standard of $25,500,000 and Service Code B541. This presolicitation notice provides other interested parties an opportunity to submit questions or protest the sole source determination prior to the anticipated award date of March 9, 2026 or later. Contact points for inquiries are Justin McCoy and Lynn Duchene at Whiteman AFB.
The contract encompasses data analysis services including software development, systems engineering, ground support tools, analysis tool design, and flight line support equipment development to support warfighter operational effectiveness. The requirements contract includes a one-year base period followed by four optional one-year periods, for a total potential performance duration of five years. The Air Force conducted a sources sought effort in September and October 2025 that yielded no competing vendors capable of providing the services without BAE Systems' authorization, as BAE Systems is the developer and exclusive patent holder of the required proprietary data analysis software. The justification document notes that BAE Systems has provided continuous support since 2013 through the Lazarus Program and maintains exclusive engineering authority and control over source data and systems. No barriers to future competition are planned for removal, as the Air Force recently completed system upgrades with no projections for replacement in the foreseeable future.
