About this opportunity
The United States Air Force Research Laboratory (AFRL/RXOC) has issued a Special Notice of Intent to Award a Sole Source contract for SIMULIA ABAQUS software licenses. The notice concerns a Firm-Fixed-Price order to ImmixGroup, Inc. for renewal of software licenses, specifically 41 Analysis Tokens and ABAQUS/CAE licenses. The base period of performance will be 12 months, with three additional 12-month option periods available. The procurement falls under NAICS code 513210 with a $47M size standard, and involves Product Service Code 7A21 for business application software. While the notice indicates a sole source intention, the government will still consider responses from other potential contractors.
Contractors interested in responding must submit a capability statement by April 24, 2025, at 12:00 PM EDT to Benjamin Spencer via email. Responses are limited to 10 unclassified pages and must include specific details such as points of contact, business size classification, socioeconomic status, CAGE Code or DUNS Number, and a demonstration of how their product meets the specified characteristics. Although this is primarily a sole source notice, the government retains discretion to compete the requirement or potentially convert it to a small business set-aside. If the requirement becomes a small business set-aside, FAR 52.219-14 Limitation on Subcontracting will apply, and small businesses must demonstrate compliance. Contractors should be aware that the government will not compensate for any information submitted in response to this notice, and any received responses will be used to determine whether to pursue a full and open competitive procurement.
