About this opportunity
The U.S. Geological Survey (USGS) Library intends to award a non-competitive purchase order to ProQuest LLC for a subscription to ProQuest Dissertations & Theses Global (PQDT Global) effective 9/24/2026, with responses due 9/24/2026. The award is a sole-source procurement with no set-aside.
The subscription runs for one base year (9/24/2026–9/23/2027) plus four option years extending through 9/23/2031. Delivery is to Reston, Virginia.
USGS requires PQDT Global for access to over six million metadata records for dissertations and theses from more than 3,600 universities across over 75 countries, with four million available in full text online and 300,000 new records added annually. USGS's stated justification for sole-source award rests on PQDT Global's unique institutional integration with Web of Science (WoS), which USGS already licenses through Clarivate, the parent company of ProQuest. USGS asserts that no competing commercial service provides equivalent coverage, authoritative content, extensive international reach with full-text availability, and seamless integration into the WoS platform. Alternative sources, USGS states, either lack full-text documents, offer limited geographic or subject coverage, or would require additional staff time to locate and obtain materials separately.
NAICS code 513120 (Periodical Publishers); PSC DA10 (IT and Telecom – Business Application/Application Development Software as a Service).
Notice text
The U.S. Geological Survey (USGS), Library, intends to award a non-competitive purchase order to ProQuest LLC, located in Ann Arbor, MI, for a subscription to ProQuest Dissertations & Theses Global (PQDT Global), to be delivered to Reston, VA for the period of 9/24/2026 - 9/23/2027 with four (4) Option Years as follows:
Option Year One (1): 9/24/2027 - 9/23/2028
Option Year Two (2): 9/24/2028 - 9/23/2029
Option Year Three (3): 9/24/2029 - 9/23/2030
Option Year Four (4): 9/24/2030 - 9/23/2031
PQDT Global (PQDT) provides access to more than six (6) metadata records for dissertations and theses (dissertations), four (4) million available in full text online. These records come from more than 3,600 universities in over 75 countries, with 300,000 records added annually. No single commercial provider matches the exact scale, historical depth, and curated university network. While there are other databases or websites that provide records for dissertations, they may have no or a limited number of full-text documents or their coverage may be limited to specific geographic regions, subjects, or languages. Using multiple alternative sources would not provide equivalent coverage or ensure access to final, authoritative copies and would require additional staff time to locate and obtain materials.
PQDT is indexed by multiple subject indexing services, including Web of Science (WoS). USGS has an existing subscription to the WoS and requires integration into this platform to allow USGS staff to search for and discover dissertations alongside articles, conference papers, and eBooks. No other commercial competitor can provide institutional integration with the WoS platform as it's exclusively provided by Clarivate (parent company of ProQuest).
PQDT Global is the only known service that meets the Government's requirement for a single, comprehensive source of dissertation and thesis content with extensive international coverage, full-text availability, authoritative content, and integration with USGS's existing research resources.
In accordance with Revolutionary FAR Overhaul (RFO) 5.101(c)(4)(vi), all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with RFO 12.102(a).
Responses must be emailed to Contracting Officer, Leah Williams, at leah_williams@ios.doi.gov. Reference Solicitation # DOIGFBO260046 in the subject line.
The NAICS code is 513120. The size standard is 1,000 employees.
The anticipated award date is 9/24/2026. The anticipated contract will be firm fixed-price. A vendor must be registered at https://www.sam.gov to be awarded the purchase order.
