About this opportunity
The U.S. Geological Survey intends to award a non-competitive purchase order to Microtrac Inc for one Camsizer 3D instrument with data evaluation unit, with an anticipated award date of September 24, 2026. This is a sole-source procurement; Microtrac is the only provider of the Camsizer 3D, which the USGS states is the only instrument offering the combination and range of analytical capabilities required for its sediment analysis work.
The Camsizer 3D analyzes both 2D and 3D particle characteristics across a range of 20 micrometers to 30 millimeters in diameter (2D) and 150 micrometers to 20 millimeters in diameter (3D). The instrument delivers sphericity, roundness, and 3D morphology analysis at 2–5 minutes per sample, capabilities the USGS determined are necessary for its analytical imaging requirements and unavailable in combination from any competing instrument.
Delivery is required to Reston, Virginia within 30 days of award. The contract will be firm fixed-price. In accordance with Revolutionary FAR Overhaul Section 5.101(c)(4)(vi), all responsible sources may submit a quotation, though the notice explicitly states this is informational only and is not a request for competitive quotations. The USGS intends to award under RFO 12.102(a).
Responses must be emailed to Contracting Officer Leah Williams at leah_willliams@usgs.gov by September 22, 2026, with Solicitation #DOIGFBO260044 in the subject line. Vendors must be registered at SAM.gov. NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); size standard is 1,000 employees.
Notice text
The U.S. Geological Survey (USGS), Florence Bascom Geoscience Center (FBGC), intends to award a non-competitive purchase order to Microtrac Inc, located in York, PA, for one (1) Microtrac Camsizer 3D instrument with data evaluation unit, to be delivered to Reston, VA within 30 days of award.
The Camsizer 3D offers the unique ability to analyze both the 2D and 3D characteristics of particles ranging from 20µm - 30mm (diameter) in 2-dimensional space, and from 150µm - 20mm (diameter) in 3-dimensional space. This is a wide range that is required for the types of sediments being processed at the USGS. This wide range, analytical capabilities (sphericity, roundness, 3D morphology), and speed of operation (2-5 minutes per sample) of the Camsizer 3D equipment is necessary for the 2D and 3D analytical imaging requirements of the USGS. The Camsizer 3D is the only instrument that offers the combination and range of analytical capabilities required by the USGS in a single unit.
As the sole provider of the Camsizer 3D, Microtrac offers the only instrument capable of meeting all the specific analytical requirements for this use case.
In accordance with Revolutionary FAR Overhaul (RFO) 5.101(c)(4)(vi), all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with RFO 12.102(a).
