About this opportunity

The U.S. Geological Survey, Department of the Interior, intends to award a sole-source purchase order to Campbell Scientific for datalogger systems and accessories supporting the Landslide Disaster Assistance Team's data collection operations, with a response deadline of September 14, 2026.

This is a total small business set-aside. The award is justified under FAR 12.102(a) on sole-source grounds. The period of performance is 60 days after award. USGS conducts market research identifying unique compatibility requirements with existing USGS landslide monitoring infrastructure, including robust field serviceability, landslide-specific design, and integration with the USGS Landslide Hazard Program's data storage and archiving systems. Only Campbell Scientific equipment meets all required field performance, field robustness, and multi-vendor sensor compatibility criteria. Market research evaluated commercially available alternative data sensors and loggers; other manufacturers' components are not interchangeable with Campbell Scientific systems. Switching vendors would require approximately four pay periods per employee for retraining, impede data sharing between counterparts, and prevent USGS from providing necessary remote and in-country support to international partners.

The procurement supports both replacement parts and new monitoring site installation on a direct-award basis. This is not a competitive solicitation. Future similar requirements will be competed to the maximum extent possible. Inquiries regarding the sole-source justification may be addressed to Contract Specialist Jonathan Wyatt at jonathan_wyatt@ios.doi.gov no later than September 18, 2026. The dollar value and detailed approval signatures are redacted.

Notice text

The U.S. Geological Survey (USGS) has a requirement for a sole source Purchase Order with Campbell Scientific for datalogger systems.

The period of performance of the resulting award will be 60 days after award.

USGS-Department of State Landslide Disaster Assistance Team (LDAT) plans to purchase data loggers and accessories required to maintain data collection at landslide monitoring sites. To ensure continuity of operations and establish new landslide monitoring sites, LDAT is purchasing common accessories and replacement parts that are most likely needed to ensure that parts are readily available for prompt donation and installation on an as needed basis.
Therefore, it intends to make a direct award to Campbell Scientific on a sole source basis under the authority of FAR Overhaul (RFO) 12.102(a).

This is not a request for competitive quotations or proposals but rather an intent to award sole source notification. Questions or concerns may be addressed to the Contract Specialist, Jonathan Wyatt at jonathan_wyatt@ios.doi.gov no later than 09/18/2026. Please see attachment 1 for Sole Source information.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.
