The notice concerns chlorophyll-a and genomic sample analysis for the New York Water Science Center located in Troy, New York. The contract will cover a base period from May 1, 2025, to April 30, 2026, with four potential option years. DFWI has been selected as the sole source provider due to their consistent data collection and analysis for Adirondack lake monitoring projects since 2018. The agency emphasizes the critical need to maintain scientific integrity and data comparability through continuous work with this specific research institute.
Contractors interested in responding to this sole source notice must submit a capability statement via email to Jenna Dunning at jmdunning@usgs.gov by 4:00 PM ET on April 11, 2025. The anticipated contract award date is April 21, 2025, and vendors must be registered in the System for Award Management (SAM) to be eligible for award. All submitted responses must be in writing, provide clear documentation of capability, and be furnished at no cost to the government. While this is primarily an informational notice and not a competitive solicitation, the government retains sole discretion to evaluate submitted capabilities. Verbal responses will not be accepted, and contractors must provide concise documentation demonstrating their ability to provide the required supplies and services.
Notice text
THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Geological Survey intends to award a non-competitive firm fixed-price purchase order under the authority of FAR 13.106-1(b)(1) to Rensselaer Polytechnic Institute Darren Fresh Water Institute (DFWI) located in Bolton Landing, New York for chlorophyll-a and genomic sample analysis for the New York Water Science Center in Troy, New York. The period of performance is 05/01/2025 to 04/30/2026. There are 4 option years.
DFWI has provided consistent data for the monitoring project of remote Adirondack lakes funded by the New York State Energy Research and Development Authority (NYSERDA) in New York since 2018. Long-term comparisons of chlorophyll a require consistent data collection and analysis to reduce uncertainty (error) associated with sample collection, processing, and analysis. DFWI is the only company capable of conducting the sample analyses requested in a manner that can maintain the proper level of scientific integrity needed for the results for the NYWSC studies. An award to DFWI is necessary to maintain the continuity of data collected by NYWSC to maintain a high degree of comparability over the years with no loss in scientific integrity.
The NAICS code is 541990. The size standard is $16.5 Million.
Responses may be emailed to Jenna Dunning at jmdunning@usgs.gov no later than 4:00 PM ET, Friday, April 11, 2025.
