About this opportunity

The U.S. Geological Survey, New York Cooperative Fisheries Research Unit intends to award a non-competitive purchase order to Innovasea Marine Systems for acoustic telemetry receivers, with an anticipated award date of July 31, 2026. The notice invokes Revolutionary FAR Overhaul 12.102(a) for sole-source justification; while responsible sources may submit quotations per RFO 5.101(c)(4)(vi), this is not a competitive solicitation.

USGS has deployed Innovasea-compatible acoustic transmitters in tagged fish currently under study across New York State rivers and lakes. These animals cannot be re-tagged, and their movements cannot be detected by receivers from any other manufacturer. Purchasing non-Innovasea equipment would result in complete loss of detection data from all previously tagged animals, undermining the scientific integrity of active, cooperator-funded research projects. Delivery must occur within 60 days of purchase order award to Ithaca, New York. The contract will be firm fixed-price. Vendor must be registered at SAM.gov. Responses should be emailed to Contract Specialist Jonathan Wyatt at jonathan_wyatt@ios.doi.gov with reference 140G0126Q0205 in the subject line. NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1,350 employees. PSC code is 5845 (Underwater Sound Equipment).
