About this opportunity

The U.S. Army Corps of Engineers, Albuquerque District, has published a Special Notice announcing its intent to award a sole source contract to the University of Colorado Boulder for paleontological curation services. The contract involves the curation of the John Martin Dam and Reservoir Dinosaur Tracks Collection, which includes specimens currently housed at the University of Colorado Museum of Natural History on the Boulder campus. The agency intends to proceed with this sole source procurement under FAR 13.106-1(b)(1)(i), citing that only one source is reasonably available for this specialized requirement. The procurement falls under NAICS code 541720 for Research and Development in the Social Sciences and Humanities and PSC code B503 for Special Studies/Analysis in Archaeological/Paleontological services. This notice serves as advance notification of the government's intention rather than a formal solicitation for competitive bids.

The primary purpose of this sole source award is to ensure proper protection, conservation, and preservation of paleontological resources on federal lands in accordance with multiple federal and state regulations, including the Vertebrate Paleontological Resources Protection Act of 2009 and Colorado's Historical, Prehistorical, and Archaeological Resources Act. Interested parties have until 5:00 PM Mountain Daylight Time on August 21, 2025, to submit capability statements or proposals demonstrating clear and convincing evidence that competition would benefit the government. All responses must be submitted via email to the designated contracting officer, with telephone responses not accepted. To be eligible for any government contract award, firms must maintain active registration in the System for Award Management (SAM) with no exclusions and complete all required FAR and DFARS certifications. The government emphasizes that paleontological site locations at John Martin Reservoir will remain restricted from public disclosure, and all recovered materials will be treated as long-term loans from the federal government subject to museum collection standards.
