About this opportunity
The Vermont Air National Guard has issued a Special Notice announcing its intent to award a sole source contract to Modula, Inc. for maintenance services on specialized equipment. The notice was posted on August 28, 2025, with a response deadline of September 12, 2025. The contract will cover triage repair, retrofit, and Level 1 preventative maintenance services for a Modula Vertical Lift Machine, Type S500. The acquisition falls under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a small business size standard of $13.0 million. The Vermont Air National Guard specifically requires services for their 158th Low Observable Structural Maintenance shop's existing storage machine that is currently malfunctioning and outdated.
The sole source justification is based on Modula, Inc. being the original equipment manufacturer and the only certified service provider capable of performing the required maintenance on this specialized vertical lift machine. Market research conducted by the government, including review of previous federal contracts with the Department of Veterans Affairs, Department of the Navy, and Defense Logistics Agency, confirmed that no other qualified contractors are certified to service this specific equipment. The contract will be structured as a firm fixed price award under FAR 12 (Commercial Products and Services) and FAR 13 (Simplified Acquisition Procedures), with no formal solicitation to be posted on SAM.gov. Since this is designated as a sole source requirement to the OEM's authorized service provider, there are no competitive bidding opportunities available to other contractors. The government has indicated its intention to explore broader competition and innovative procurement methods for future similar acquisitions.
