About this opportunity

The General Services Administration Public Buildings Service has issued a sole source contract notice for Power Monitoring Expert (PME) and PME Application Support services. GSA intends to award a firm-fixed-price contract to Schneider Electric Federal, Inc. for three years of service, consisting of one base year and two option years. This notice is not a request for competitive proposals or quotations, but rather an announcement of GSA's intent to proceed with sole source procurement procedures under FAR 6.302-1. The contract will be awarded using FAR Part 15 negotiation procedures and is authorized under 41 U.S.C. 3304(a)(1) when only one responsible source exists to satisfy agency requirements. The opportunity was posted on August 20, 2025, with responses due by August 26, 2025.

The purpose of this contract is to maintain continuity of operations, maintenance, and software support services for GSA's existing PME software used in their advanced metering system. Schneider Electric Federal, Inc. will be responsible for software upgrades, security patches, system monitoring, device communication oversight, new meter integration and commissioning, ETL customization, and troubleshooting system problems. Only Schneider Electric Federal, Inc. is eligible to provide these services because the PME software is their proprietary product currently installed on virtual servers behind GSA's firewall at GSA's Data Center. The contract will enable GSA's Office of Facilities Management to effectively plan, assess, design, develop, implement, and simplify integrations and repair work for training and projects related to their power monitoring infrastructure.
