About this opportunity
The U.S. Army Corps of Engineers, Rock Island District, has published a Special Notice announcing its intent to award a single-source contract to the American Society of Civil Engineers (ASCE) in Reston, Virginia. The procurement will provide online access to ASCE Professional Engineer (PE) exam review webinars and continuing education materials for Corps personnel. The agency intends to use single-source procurement authority under 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1)(i), citing that only one source is reasonably available for this requirement. The contract will be structured as a firm fixed-price agreement and falls under NAICS code 513120 (Periodical Publishers) with a size standard not exceeding 1,000 employees. This notice explicitly states that it is not a request for competitive quotes and no formal solicitation will be issued.
The primary purpose of this Special Notice is to inform the contracting community of the government's intent to proceed with a non-competitive procurement while providing an opportunity for small businesses to demonstrate their capabilities. Small business firms that believe they can meet the requirement may submit written notification with supporting evidence to Contracting Officer Stanley L. Bolton at stanley.l.bolton@usace.army.mil by August 15, 2025, at 12:00 PM Central Time. The evidence must demonstrate in sufficient detail the firm's ability to provide online access to ASCE PE exam review webinars and continuing education materials. Any responses received will be considered solely to determine whether the government should conduct a competitive procurement instead of the planned single-source award. The government retains full discretion in deciding whether to proceed with competition based on any responses to this notice.
