Q1. Could you expand on the status of the Bridge contract? Will it happen, and for what duration?
Answer: Yes, the bridge will happen, probably for about 5 months, to ensure uninterrupted service during mobilization.
Q2. Could you expand on when the Solicitation will be out? Will it be May, June, or July? And what will be the response time?
Answer: The solicitation is in the review process. As soon as we receive approval for release, we will issue it for 30 days.
Q3. Is the Government willing to share if they are contemplating a single award or multiple award IDIQ. Further, would the Government welcome input from industry regarding existing IDIQ vehicles from which this work might be competed to a manageable number of known and pre-qualified prime contractors, rather than as a full and open competition that might present a source solicitation challenge?
Answer: The government is contemplating a single award IDIQ. The government's acquisition strategy is to award a contract on full and open competition.
Q4. ... and opt to make this requirement a SDVOSB Set-aside per FAR 19.1405.
Answer: Since the performance of services will be OCONUS the cited FAR section is not applicable.
Q5. Synopsis poster on February 1, 2012...it states "the Government may need to issue a bridge contract to ensure uninterrupted service during the transition/mobilization period (i.e., DOCPER process)." Does this mean that there is currently an incumbent and this is a re-compete of that contract, or is the non-personal Intelligence Technical Support Services throughout the USAREUR area of responsibility a new solicitation.
Answer: There is currently an incumbent; this is a re-compete.

This is an amendment/update on the sysnopsis posted on February 1, 2012 for non-personal Intelligence Technical Support Services throughout the USAREUR area of responsibility.
409th CSB/Theater Contracting Center has changed the acquisition strategy from a short-term Requirements contract to an Indefinite Delivery Indefinite Quantity (IDIQ) contract. This has delayed the date for issuing the RFP, which is in the review stage and will be released shortly.
Note: Due to this delay, the Government may need to issue a bridge contract to ensure uninterupted service during the transition/mobilization period (i.e., DOCPER process).

409th CSB/Theater Contracting Center intends to solicit a short-term Requirements contract with fixed hourly labor rates for non-personal Intelligence Technical Support Services throughout the USAREUR area of responsibility. Support is required at multiple locations to include fixed sites in Central Europe (Germany and Italy), possible future fixed sites in Eastern Europe (e.g. Bulgaria, Romania, Poland), in deployed contingency operations areas to include the Balkans, and other contingency areas. The intelligence technical support consists of intelligence analysis, operations and planning, security support, and information systems operation, maintenance and sustainment. Intelligence analysis work will include, but is not limeited to, All Source and single discipline, such as Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Counterintelligence/Human Intelligence (CI/HUMINT), Geospatial Intelligence (GEOINT), and Open Source Intelligence (OSINT). Travel will be required in some cases. Security clearances are required. The contract will consist of a 4-month mobilization period, 12 months base period, and 2 six-month option periods. The reason for the short-term contract is to allow the Government sufficient time to prepare a true Performance-based Work Statement that will lead to a contract with the majority of effort as firm fixed price. Note: USAREUR G2, currently located in Heidelberg, Germany is going through transformation and will be moving to Wiesbaden, Germany starting autumn 2012 - summer 2013, however the exact dates are unknown at this time.
Interested parties are requested to reply to this notice no later than close of business Tuesday, February 7, 2012, and inform the Government of their interest, and intent to compete for a short-term contract as described above. Please note, the options may or may not be exercised depending on the ability of the Government to prepare a new solicitation.
