The procurement involves renewing current Intella software licenses for the Digital Evidence Laboratory (L9) and purchasing additional dongles/licenses for new staff and hardware. The DEA is pursuing this acquisition under the statutory authority 41 U.S.C. 3304(a)(1) and FAR 6.302-1, which permits sole source procurement when only one responsible source exists that can satisfy agency requirements. The purpose of this Special Notice is to inform the market of the DEA's intent to proceed with sole source procurement while providing an opportunity for other potential sources to demonstrate their capabilities. The agency will consider capability statements from any interested parties who believe they can provide Intella software licenses and additional dongles/licenses, with submissions due by August 22, 2025, at 10:00 AM EST. Interested contractors must submit their capability statements electronically to Mr. Robert Radke at robert.j.radke@dea.gov. The software serves a critical function in the Digital Evidence Laboratory's early case assessment operations, enabling indexing, hosting, and reviewing of large volumes of digital evidence. While the notice explicitly states it is not a request for proposal, the government reserves the discretion to determine whether to open the requirement to full competition based on responses received.
