About this opportunity
The Department of the Interior Bureau of Reclamation has issued a Sources Sought notice for Integrated Vegetation Management services on Bonneville Unit Mitigation Lands. This special notice, posted on December 2, 2025, replaces a prior pre-solicitation notice and is designed to conduct market research rather than solicit formal bids. The notice seeks to identify potential contractors capable of performing vegetation management and noxious/invasive weed control services, and to determine whether the effort can be competed competitively or set aside as a small business contract. The classified NAICS code is 541620 (Environmental Consulting Services) with a size standard of $19 million. Interested parties are encouraged to submit responses by the December 9, 2025 deadline.
The objective of this procurement is to acquire contractor services to manage vegetation and control invasive weeds on lands administered by the Utah Reclamation Mitigation and Conservation Commission and the U.S. Bureau of Reclamation for the Bonneville Unit of the Central Utah Project across central and northeastern Utah. Interested parties must respond to the notice and identify their small business status relative to the specified NAICS code, and must provide details on anticipated teaming arrangements, clearly delineating work responsibilities between prime contractors and subcontractors. The Government is particularly interested in applications from all small business categories, including 8(a) firms, Service-Disabled Veteran-Owned businesses, HUBzone firms, Women-Owned enterprises, and Indian Small Business Economic Enterprises. Potential work areas vary significantly in size and complexity, ranging from simple, uniform terrain to complex environments encompassing steep uplands, stream corridors, riparian areas, and wetlands. Responses to this Sources Sought will inform the Government's final acquisition strategy and determination of the most appropriate competitive approach.

Sources Sought
1. Notice
This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only.
1.1
The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total small business set-aside. The proposed North American Industry Classification Systems (NAICS) Code is 541620, Environmental Consulting Services, which has a corresponding size standard of $19M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBzone, Women-Owned, and Indian Small Business Economic Enterprise (ISBEE), and small business concerns. The Government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. Description

The size and complexity of the potential project areas to be treated is variable; some are small and relatively simple (e.g. all similar elevation and topography) while others may consist of steep-sided uplands, stream corridors and riparian areas and wetlands. The tasks that may be ordered include an Initial Assessment of the Project Area, Additional Assessments of the Treatment Areas, Treatment of the Areas, and Annual Reporting.
