About this opportunity
The Bureau of Reclamation is seeking an Integrated Vegetation Management contractor to manage vegetation and control noxious and invasive weeds on lands administered by the Utah Reclamation Mitigation and Conservation Commission and U.S. Bureau of Reclamation in central and northeastern Utah. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) procurement using NAICS code 541620 (Environmental Consulting Services), with a size standard of $19 million. The government is conducting a Sources Sought notice to determine market interest and potential small business participation, requesting interested parties to submit company information, qualifications, and experience with similar projects by January 29, 2025, at 5:00 PM MST. Contractors must be registered in the System for Award Management (SAM) and will be evaluated based on their ability to perform initial area assessments, develop treatment plans, perform weed control, and provide annual reporting. Responses are voluntary and will help the government determine the most appropriate acquisition strategy.
The procurement is not currently set-aside for any specific small business designation, though the government has expressed interest in 8(a), Service-Disabled Veteran-Owned, HUBzone, Women-Owned, and Indian Small Business Economic Enterprise (ISBEE) companies. The contract will cover vegetation management across variable project areas, ranging from simple terrain to complex landscapes including steep uplands, stream corridors, riparian areas, and wetlands. Contractors must possess Utah commercial applicator licenses and be prepared to provide all necessary equipment, labor, and herbicides, with a performance requirement of 75% noxious weed control at monitored points. While no specific award value is mentioned, the NAICS code size standard suggests potential contract values up to $19 million. The performance period appears to span from 2025 through 2030, with tasks including initial and additional area assessments, treatment implementation, and annual reporting.
