About this opportunity

The Department of Homeland Security's Customs and Border Protection (CBP) published this Limited/Sole Source Justification Notice on January 7, 2026, for a sole source 8(a) direct award contract to S&K Security Group, LLC (SKSG), an Indian Tribal Entity, to provide Lifecycle Maintenance and Sustainment (LMS) services for Integrated Surveillance Tower (IST) systems deployed along the southern and northern borders of the Continental United States. The LMS services encompass both scheduled and unscheduled maintenance, preventive and corrective maintenance, spare parts procurement and warehousing, access road maintenance, site preparation, equipment replacement, and establishment of regional service centers across U.S. Border Patrol Sectors. CBP justified the sole source award to SKSG based on their proven performance as a subcontractor on related surveillance tower projects, minimal transition risk, and the critical nature of maintaining border surveillance capabilities without disruption. The hybrid firm fixed-price and time and materials contract carries a total estimated value of $413,197,000 over a base year and four option years, with funding allocated for Fiscal Year 2026 under solicitation number 20154975. The contract will initially support approximately 478 deployed surveillance tower systems, with potential expansion to over 1,500 towers within the next three to five years.
