Notice text

The Army Contracting Command-New Jersey (ACC-NJ) intends to negotiate on a non-competitive basis with CACI, Inc.-FEDERAL, Chantilly, VA for the continued design, development and deployment of the Integrated Personnel and Pay System - Army (IPPS-A) Increment II. Increment I is to develop and deliver a single, integrated, multi-component personnel and pay system which streamlines Army HR, enhances the efficiency and accuracy of Army personnel and pay procedures, and supports Soldiers and their families. At full deployment, the total system will provide the following capability to the Total U.S. Army Force including the Active Army, the Army Reserves, and the Army National Guard:

(1) Single Comprehensive Personnel and Pay Record
(2) Self Service Access
(3) Data Standardization
(4) Integrated Personnel and Pay
(5) Strength Management and Accountability
(6) Personnel Asset Visibility
(7) Efficiencies Gained by Workflow
(8) Cross Component Support
(9) Business Process Standardization
(10) NIPRNet and SIPRNet Integration with Cross-Domain Support

The Government previously issued RFI PANNWJ-19-P-0000-009515 on 12 June 2019 under the North American Industrial Classification System (NAICS) code of 541512. The PSC code is D307.

The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1(a)(2)(iii). Services may be deemed to be available only from the original source for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition; and unacceptable delays would be experienced in fulfilling the Army's requirements.

This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Responses are due no later than 04:00 PM EST on 23 August 2019. All submissions must be in writing or via email. Submissions and/or responses shall be delivered to:
