About this opportunity
The Administrative Office of the U.S. Courts is issuing a Request for Information on an Integrated Library System (ILS) SaaS solution with responses due by August 17, 2026; this RFI is for market research only and does not constitute a commitment to procure.
The solution must support fourteen discrete instances across the federal judiciary: thirteen production instances (one for the Administrative Office and twelve for court libraries serving the First through Eleventh Circuits plus the DC Circuit) and one test environment. Place of performance is nationwide across federal court system locations. FedRAMP certification is not required, but respondents must demonstrate compliance with applicable Judiciary Information Security Framework (JISF) requirements, which are comparable to FedRAMP security controls and practices. Respondents should describe how their proposed security architecture and controls satisfy JISF requirements and identify relevant certifications or assessments.
Core functional requirements include acquisitions with multi-line, multi-consignee purchase orders supporting up to 3,000 consignees; cataloging with OCLC integration and MARC record support; circulation and serials administration; authorities control; analytic reporting with custom report generation; material management and inventory tracking; and an Online Public Access Catalog with secondary source knowledge base. The system must maintain 99.5% availability between 7:00 a.m. and 11:00 p.m. Eastern Time, Monday through Friday, support SAML-based Single Sign-On, integrate with the judiciary's financial system (CGI Momentum Enterprise) via secure file transfer, and restrict access to federal judiciary staff only. The contractor shall provide monthly development meetings, help desk support (8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday), hardware and operating system maintenance, and custom programming support at an established hourly rate. Two optional configurations are available: the Federal Judicial Center (approximately 8,000 bibliographic records, up to 5 users) and the United States Sentencing Commission (approximately 2,200 bibliographic records, up to 2 users), each requiring separate pricing and the same support, availability, and security standards as primary instances.

This Request for Information (RFI) is issued solely for information-gathering and market research purposes. It is not a solicitation, request for proposal (RFP), or commitment to procure products or services.
The information provided by respondents will be used to better understand available capabilities and potential approaches to meeting the stated requirements. The issuing organization does not intend to provide individual feedback, evaluations, or return information to respondents regarding their submissions.
Respondents are requested to structure their responses so they clearly align with the requirements and questions outlined in this RFI. Responses should address each requirement directly and provide sufficient detail to demonstrate how the proposed capabilities meet or support the stated needs. Marketing materials may be included as supplemental information but should not replace responses to the specific requirements.
Draft Notice
This document is a draft Request for Information (RFI) and is provided for information-gathering purposes only. The contents are subject to change and may be revised based on the responses, feedback, and questions received from industry. The issuing organization reserves the right to modify, clarify, add, or remove requirements and other content before issuing any future solicitation or procurement-related documentation.
Security Requirements
FedRAMP authorization is not a requirement or policy of the Authorizing Official (AO). However, respondents should ensure that their proposed security architecture, controls, and security perimeters meet the applicable Judiciary Information Security Framework (JISF) requirements. These requirements are comparable to many of the security controls and practices associated with FedRAMP.
Respondents should describe how their solution satisfies the applicable JISF security requirements and identify any relevant certifications, assessments, or security control implementations that demonstrate compliance with these requirements.
