About this opportunity
The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of Program Executive Office Soldier Soldier Survivability (SSV), is issuing a Request for Information (RFI) for the Integrated Head Protection System Generation III (IHPS GEN III). The government is seeking industry capabilities to manufacture a family of helmet systems with multiple protection classes and variants designed for different operational environments. Key requirements include backwards compatibility and interoperability with previous IHPS generations, compliance with the Berry Amendment and Buy American Act, ISO 9001:2015 certification, and demonstrated past performance capabilities. Respondents must submit 15-page white papers addressing technical capability, manufacturing capacity, compliance certifications, past performance, and commercial warranty provisions. The deadline for responses is January 12, 2026, at 1:00 PM EST, and interested vendors are encouraged to subscribe for real-time email notifications on SAM.Gov for updates. The government's primary interest focuses on Class II Rifle Threat, Type 2 High-cut helmets, though alternative recommendations are welcome.
This RFI carries no set-aside designation and is for information-gathering purposes only, meaning no funds are available for response preparation and the government is under no obligation to award a contract based on this announcement. No specific incumbent contractors or award values are identified in this pre-solicitation notice. The IHPS GEN III will consist of a family of helmet systems encompassing three shell protection levels (Class I-9mm, Class II-Rifle Threat, and Class III-Improved Rifle Threat), two shell cut geometries (mid-cut and high-cut), and various component options including rail assemblies, retention systems, suspension systems, hearing protection, eyewear, mandible components, and advanced features such as blast overpressure sensing. No specific quantity requirements or service timeline are outlined in this RFI stage, as the government is still refining its acquisition strategy based on industry responses. Proprietary information and trade secrets submitted by respondents will be handled according to federal regulations and must be clearly marked as such.
