About this opportunity
The Defense Information Systems Agency (DISA) is soliciting proposals for Integrated Defense Enterprise Acquisition System (IDEAS) Tier 2/Tier 3 Support services under solicitation HC101325R0008. The procurement seeks comprehensive software development, testing, integration, production support, and expertise for the IDEAS Government Acquisition System built on the Appian Platform, encompassing the entire Software Development Lifecycle (SDLC) including concept development, requirements definition, systems design, coding, testing, deployment, implementation, and maintenance. Key requirements include managing the IDEAS code baseline across multiple environments, supporting DoD Business Enterprise Architecture compliance, providing system integrations with federal procurement and financial systems, data warehousing capabilities, and user training. The government will evaluate proposals using a best-value tradeoff process with technical/management approach weighted more heavily than price, with specific evaluation considerations including software development and test support capabilities, production support strength, management and staffing approach, and systems administration expertise. The original proposal submission deadline of September 16, 2025 has been extended multiple times due to contractor questions and government shutdown considerations, with the current and final proposal due date of December 1, 2025 at 12:00 PM.
This solicitation is designated as a small business set-aside under NAICS code 541512 with a size standard of $34,000,000. The previous contract was held by Appian Corporation (contract HC1047-20-C-0004), and the government anticipates awarding one contract with a base period from June 1, 2026 to May 31, 2027, followed by four optional one-year extension periods through May 31, 2031, plus a potential six-month extension. The total evaluated price ceiling is approximately $320,000 across the base and option periods. Small business participation minimum quantitative requirements include 22% overall small business involvement, with specific targets of 5% for small disadvantaged businesses, 5% for women-owned small businesses, 5% for service-disabled veteran-owned small businesses, and 3% for HUBZone businesses, with the prime contractor required to sponsor at least two Facility Site Clearances for small businesses during the base year. The contract will be performed at Fort Meade, Maryland and will support approximately 500 primary contracting users across three global time zones, utilizing agile sprint development methodology with monthly software releases.
