About this opportunity
The Department of Defense United States Transportation Command (USTRANSCOM) has published a Special Notice for the Integrated Data Environment & Global Transportation Network Convergence (IGC) program. IGC is the DoD system of record for In-transit Visibility (ITV) and Asset Visibility (AV), providing critical capabilities to track and manage DoD unit and non-unit cargo and passengers, as well as global visibility of assets across all classes of supply.
The purpose of this Special Notice is to seek software engineering, development, sustainment, and production support services for the IGC program. Key requirements include project management, business analysis, web service development, software integration, testing, technical support, and operations and maintenance. The anticipated period of performance is 5 years, from October 2024 to September 2029, with a one-month transition period. USTRANSCOM plans to release a Request for Information in the 3rd quarter of fiscal year 2023, with a solicitation to follow in the 4th quarter. Contractors are not required to be set-aside, and the contract award is expected in the 3rd quarter of fiscal year 2024.

Integrated Data Environment & Global Transportation Network Convergence (IGC) is the DoD system of record for In-transit Visibility (ITV) and for Asset Visibility (AV). The enabling ITV capabilities provide IGC customers the ability to track the identity, status, and locations of DoD unit and non-unit cargo and passengers, leveraging data provided by the services, commercial carriers, the Defense Logistics Agency (DLA), USTRANSCOM, and USTRANSCOM's components. IGC integrates that data and makes it available to the user, including historical data. The enabling AV capabilities provide global visibility of assets in all classes of supply, which are organized by categories: In-Storage, In-Transit, and Total Asset Visibility. Utilizing IGC, USTRANSCOM optimizes the effectiveness and efficiency of the DoD logistics pipeline in support of the users, Military Services, Combatant Commands (COCOMs), and Joint Task Forces (JTFs).
