About this opportunity

The Department of Agriculture Food and Nutrition Service is procuring an advanced instrument to measure oxidation stability of lubricants and greases, specifically seeking a Quantum Pro Oxidation Tester. This specialized scientific equipment is required to conduct critical oxidation tests including ASTM D2272, D2112, IP229, ASTM D4742, D7098, and ASTM D942, which are essential for analyzing lubricant and grease formulations for in-service oxidation testing. The procurement supports USDA research authorized under 7 CFR 2.65 to develop new scientific and technical uses for agricultural commodities and expand markets for farm products. The solicitation includes requirements for telecommunications equipment compliance under Section 889 of the National Defense Authorization Act, prohibiting equipment from specified Chinese companies including Huawei and ZTE. The solicitation was posted on September 23, 2025, with responses due by September 26, 2025, providing vendors only three days to submit proposals.

This procurement carries no set-aside designation, making it open to all qualified vendors under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. Based on the government files, Tannas Co. appears to be a potential vendor, having already completed the required NDAA Section 889 certification form with their president Tedd A. Zebrowski executing the compliance documentation on May 8, 2025. The technical point of contact is Stefanie Simon at stefanie.simon@usda.gov, and the place of performance is designated as Glenside, Pennsylvania. The solicitation does not specify award values, quantities, or detailed timelines for delivery, though the urgency is evident from the extremely short three-day response window. The equipment specifications call for advanced features including touchscreen interface, automated controls, energy efficiency improvements of 20-30% lower power usage, and comprehensive data management capabilities.

Notice text

Oxidation stability is an important characteristic required in lubricants and greases. Without this, we won’t be able to analyze the lubricants and grease formulations for in-service oxidation tests, like Rotating Pressure Vessel Oxidation Test -ASTM D2272, D2112, IP229,  Thin Film Oxygen Uptake Test -ASTM D4742, D7098, and Grease Oxidation Stability Test ASTM D942. This will delay development of new products from agricultural oils, negatively impacting producers. This research is authorized by 7 CFR 2.65 Subsection 8 (conducting research into… utilization of plant and animal commodities…development of markets for agricultural commodities and 7 CFR 2.65 subsection 14 (conduct research at such laboratories [7 U.S.C. 1292]to develop new scientific, chemical, and technical uses and new and extended markets and outlets for farm commodities and products and the by-products thereof).
