About this opportunity
The Defense Health Agency (DHA) is conducting market research through a Request for Information (RFI, HT9426-26-RFI-WS04) with responses due August 21, 2026, to identify qualified offerors to produce a clinical and surgical instructional video series for advanced vascular repair techniques. This is not a solicitation and does not obligate the Government to award a contract.
DHA's "Biologic Reconstruction for Operational Warfighter Needs" initiative requires a standardized master training curriculum combining live-action surgical footage with advanced educational graphics. The contractor must deliver five core surgical instructional videos and two supplemental training platform overview videos, with a mandatory minimum of 40 percent of core video runtime consisting of custom-built 2D and 3D motion graphics and animation overlays. All production occurs at the United States Army Institute of Surgical Research (USAISR) at Fort Sam Houston, Texas.
The contractor must assign a dedicated Project Manager with at least five years of experience managing complex medical media productions and deploy an on-site team including a Producer and Recording Assistant for three consecutive days of live-action filming using five 4K UHD camera systems, professional low-heat lighting for sterile surgical environments, and professional-grade audio equipment. Post-production includes custom animations, full video editing, color correction, and audio mixing. The Government retains unlimited perpetual rights to all final deliverables in .MP4 H.264 format at 4K UHD resolution, while the contractor retains ownership of proprietary source files but is prohibited from marketing or publicly distributing project materials. All contractor personnel must sign a Government-provided Non-Disclosure Agreement, and materials must be handled as "For Official Use Only" (FOUO) minimum. Contractors must demonstrate verifiable past performance through at least two and no more than four projects completed within the last five years involving filming of live, open surgical procedures with direct evidence of operating room equipment experience in sterile environments.
