About this opportunity

The Department of State issued a sole-source justification notice for a 12-month bridge contract with Systems Plus, Inc., Rockville, Maryland, for instructional systems design and development services supporting the National Foreign Affairs Training Center, with a response deadline of August 5, 2026. The contract is not open to competitive bidding; the Government intends to award it under FAR 6.302-1 (Only One Responsible Source) because the incumbent contractor possesses the operational experience and institutional knowledge required to ensure service continuity during the interim bridge period.

The bridge contract covers instructional systems design, digital learning support, educational delivery support, multimedia services, instructional technology support, learning analytics, and related learning product support services. The Government plans to conduct a separate competitive acquisition for the follow-on requirement under the GSA Multiple Award Schedule with a revised NAICS code reflecting the restructured requirement.

This notice is not a request for competitive quotations and no RFQ is available. The Government is accepting capability statements from all responsible sources that believe they can satisfy the bridge requirement; the source text cuts off before completing the instructions for submission.
