About this opportunity
NASA's Shared Services Center issued a sole-source Special Notice for an Instron 68TM-30 materials testing system, with capability statements due by 12:00 p.m. Central Time on October 5, 2026. The Government intends to award this contract to Illinois Tool Works Inc, which has been determined to be the sole provider of this equipment under FAR 12.102(a) authority. The system will be procured as a commercial item and delivered to NASA Glenn Research Center in Cleveland, Ohio, with a performance period of 12 to 16 weeks.
The Instron 68TM-30 is a table-mounted 30 kN force capacity system configured for axial testing, including a 21.5-inch operator dashboard with Bluehill Universal software, enhanced verification services per ASTM E2658 and E2309 standards, onsite software introduction, system installation, and warranty services. The procurement is classified under NAICS 541519 (Other Computer Related Services).
Interested organizations may submit written capability statements only—not quotes—to determine whether the Government will conduct competitive procurement. Oral communications are not acceptable. Responses will be evaluated solely to assess whether full and open competition is warranted; the Government retains sole discretion on that determination.
