About this opportunity

The United States Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base is conducting market research through a Request for Information to inform strategy for consolidating two separate network infrastructures (NIPR and SIPR) into a single modern technical framework, with RFI responses due May 8, 2026. This is not a commitment to procure and does not result in contract award; responses inform future acquisition planning only.

The Air Force operates disparate NIPR (non-classified) and SIPR (secret) networks with inconsistent equipment configuration and maintenance practices across fielded systems. The consolidation initiative aims to optimize performance, enhance security, improve reliability, and achieve operational efficiencies and cost savings through architectural parity while maintaining physical and functional separation between networks.

Respondents must provide company information, relevant certifications including Secret-level facility clearance and FIPS experience, DoD contract vehicle experience, and technical responses on network modernization experience, case studies, OEM selection criteria, cybersecurity approaches, and infrastructure pricing models. The solution must operate in both connected and disconnected environments, support a common hardware and software baseline across NIPR and SIPR with functional equivalence acceptable where security differs, and comply with DoD and Air Force Security Technical Implementation Guides and Risk Management Framework requirements. Implementation is anticipated to be phased across approximately 186+ sites over five years. The government is evaluating multiple acquisition strategies including Commercial Solutions Openings, Indefinite Delivery/Indefinite Quantity contracts, Government-Wide Acquisition Contracts, and small business set-asides. Vendors must independently derive Total Cost of Ownership baselines addressing hardware, software licensing, labor, sustainment, power, cooling, and refresh costs. Responses must be submitted as a single searchable PDF of 6 pages or less by May 8, 2026, at 3:00 PM EDT. Questions are due April 17, 2026, at 3:00 PM EDT. Contact Ms. Kathleen Delgado, Contracting Officer, at kathleen.delgado@us.af.mil.

Notice text

The United States Air Force (USAF) is issuing this Request for Information (RFI) to conduct market research and gather information on industry best practices and innovative solutions for a significant Information Technology (IT) initiative. The primary objective of this initiative is to bring our two disparate, physically and functionally separate network infrastructures into architectural parity by developing a single, modern technical framework to be applied across both.

The goal of this project is to optimize performance, enhance security, improve reliability and achieve significant operational efficiencies and cost savings. We are seeking to understand the capabilities, approaches, and experience of qualified vendors in planning and executing complex network consolidation projects of this nature.

This RFI is for informational and planning purposes only and does not constitute a solicitation for a formal proposal (RFP) or a commitment to issue one in the future. The information gathered from this RFI will be used to refine our requirements, inform our strategy, and identify potential partners who possess the expertise to meet our project goals. Responses to this RFI will not result in a contract award.

We appreciate your time and expertise in responding to this request and look forward to learning more about the solutions your organization can provide.

For a more detailed overview, please see the attached RFI cover letter and Statement of Objectives (SOO).
