Update #1 ·

THIS IS A NOTICE OF INTENT TO AWARD NOT A REQUEST FOR PROPOSAL. The Midwest Area for the Agricultural Research Service of the United States Department of Agriculture intends to issue an award to Masters Building Solutions, 908 Stewart Street, Madison, Wisconsin. This is a sole source procurement under the authority of FAR 13.106-1(b)(1)(i). Only one responsible source and no other supplies or services will satisfy agency requirements. This is a requirement of the US Dairy Forage Research Center, USDA, ARS, MWA, for its facility in Marshfield, WI for the vendor to upgrade the current facility environmental control system, which integrates both Phoenix and Alerton components through a custom built primary logic control (PLC) system, to be compatible with Windows 10. The building system's architecture and script used was custom designed by Masters Building Solutions for the facility and is not available from another source. The Masters Building Solutions' PLC program integrates motor controls of the Phoenix and Alerton components for the facility. Minimum requirements include: Integrate Alerton's BACTalk 3.0 software/hardware with Masters Buildings Solution's software engineered design and pair hardware with Phoenix Controls Corporation's hardware components to be compatible with Windows 10 by October 31, 2019. Interested parties should submit written (mail or email) responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 10 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Masters Building Solutions without further notice.
