Update #4 ·

The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for the Installation of Waterway Signs at Locks and Dams No. 6 & 7 on the Allegheny River. Specifically, the awardee will be required to install approximately 14 government-furnished critical waterway signs (seven each) at Allegheny River Lock and Dam No. 6 and No. 7, respectively. The proposed signs and structures will be located on the upstream and downstream ends of the lock walls. The signs will be purchased by the Government and provided to the Contractor. Contractor will fabricate all frames and install frames at the specified lock wall locations. Contractor will then install government-furnished signs on frames.

Disposal of excavated materials, concrete rubble and other construction waste material will be at a commercially permitted facility licensed to accept the waste or recycled if applicable.

This procurement will be Firm Fixed Price and will be set aside 100% for Small Businesses. The NAICS code for this acquisition is 237990, Other Heavy and Civil Engineering Construction. The period of performance for the contract is 240 days after receipt of the Notice to Proceed.

The estimated cost of the proposed work is between $100,000 and $500,000.

All responsible offerors are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about June 08, 2018 online through the Federal Business Opportunities (FBO.gov); therefore, requests for hardcopies of the solicitation will not be honored. In order to receive notification of any amendments to this solicitation, interested vendors must register as an interested vendor on the FBO.gov website. If you are not registered, the Government is not responsible for providing notification of any changes to this solicitation.

Contractors must be registered in the System for Award Management (SAM) database prior to receiving any federal contract award (visit www.sam.gov to register). Every new registrant is now required to provide a written notarized letter to confirm the entity's Administrator, that is authorized to register the vendor in SAM, or make changes to its registration, BEFORE GSA will activate the entity's registration. The notarized letters must be mailed to the Federal Service Desk and contain the information outlined in the posted FAQ at: https://www.fsd.gov/fsd-ov/answer.do?sysparm_kbid=d2e67885db0d5f00b3257d321f96194b&sysparm_search=kb0013183
