PRE-SOLICITATION ANNOUNCEMENT

GOLDEN GATE NATIONAL RECREATION

PROVIDE AND INSTALL DIESEL FUEL TANK ON ALCATRAZ ISLAND

RFP No. 140P8618R0017

The National Park Service (NPS), Golden Gate National Recreation (GOGA), located in San Francisco County, California, has a requirement for the installation of a 325 gallon, double walled diesel fuel ¿day tank¿. The location is on Alcatraz Island.

The Contractor shall provide all mobilization, labor, supervision, materials, equipment, site rehabilitation, clean-up, and demobilization. Project work includes, but is not limited to:

1. The project scope entails the installation of a 325 gallon, double walled diesel fuel ¿day tank¿ to provide fuel in location proximate to the generators and facilitate priming. Presently fuel needed for priming the generators is drawn from a 3000 gallon tank that is over 100 feet away, causing excessive wear on the fuel pumps and other critical system components. Installation of the day tank will enhance generator operation and extend the life cycle of the island¿s generators.

2. Contractor shall integrate the day tank to the present generators. Piping will be run to the pipe ends from the main fuel tank to the day tank and from the day tank to the generators. Pump wiring will be run from the fuel bunker through the generator room to the Day Tank room. Supply and furnish all labor and materials required to install the tank and pump, which includes furnishing pipe and soldered fittings to adapt the existing copper pipe in the generator room and tank bunker, supply conduit and wiring necessary for the electrical wiring for the tank and pump. Contractor shall be responsible for shipping the tank and pump to Alcatraz and all associated logistics. Provide engineered drawings to allow for NPS review and As-Constructed drawings upon project completion.

The Request for Proposal (RFP) will include six base bid items. The project range is estimated to be between $25,000 and $100,000. The project is expected to take approximately 152 calendar days, with an anticipated start date in August 2018.

This procurement is set-aside for Total Small Business concerns only. All responsible sources with Small Business status may submit a proposal which, if timely received, will be considered. The North American Industry Classification System (NAICS) code is 238990; the small business size standard is $15 million. The Government intends to award a single, fixed price contract.

BONDS: The successful offeror shall be required to provide performance and payment bonds for 100% of the contract award price.

Award selection shall be made on a Lowest Priced Technically Acceptable determination made after consideration of price and factors other than price (quality: project management and operating procedures, key personnel experience and technical competence with similar projects, and past performance). Award is subject to the availability of funding at the time of award.

The RFP will be available via electronic commerce only and may be accessed on or about May 30, 2018 at either FBO: http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The due date for proposals will be 30 days after the date of issuance of the RFP. However, this may be extended at the discretion of the Government.
