About this opportunity
The United States Agency for International Development seeks proposals to implement a five-year technical assistance activity called INSPIRE - Human Rights in Bosnia and Herzegovina. The objective is to empower citizens and improve human rights protections for vulnerable groups through activities such as managing grants for counter-trafficking organizations, strengthening community-based centers for disabled children, promoting municipal commitments to employment opportunities, optional advocacy grants for LGBTQI persons, and tailored trainings. Interested parties are invited to submit comments on the draft Statement of Work by May 8, 2020. A final solicitation for a single contractor will be released on May 12, 2020 for award of a fixed price contract through full and open competition evaluated based on technical experience, management approach, and cost.
The activity has a base budget of $8 million over five years with an additional $1.2 million available under an optional component. No set-aside designation applies. The primary NAICS code is 541611 and PSC code R497 covers human rights. The incumbent contractor's performance period ends in September 2020. The notice specifies the award shall be subject to availability of funds and does not obligate the agency to release a solicitation or make an award.
