The work will include a full system inspection of all hydraulic and electrical components, elimination of system chattering and excessive vibration affecting one of the two spuds, and replacement of both inoperable deck control stations with fully functional units. The contract will be firm-fixed price and is anticipated to be awarded as a Request for Quotes (RFQ) in the very near future. Work will be performed Monday through Thursday from 0700 to 1730 at Fountain City Service Base or another location along the Mississippi River within a 100-mile radius, and must be completed by June 15, 2026. Interested parties should note that this is a pre-solicitation notice for planning purposes only and does not obligate the government to issue a solicitation or make any contractual action. The due date for this notice is April 8, 2026.
This opportunity is designated as a 100% small business set-aside under NAICS 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance), with a small business size standard of $12,500,000. The spud system comprises two hydraulic-powered spuds, each weighing 28,500 pounds, that are raised and lowered by electric winches to anchor the barge to the river bottom during crane operations. Offerors must be fully registered in the System for Award Management (SAM.gov) to be eligible for contract award. No incumbent contractor, current contract value, or specific budget range is identified in this pre-solicitation notice. The work scope is limited to the inspection and repair activities described, with all work to be performed within the specified Monday through Thursday schedule during the approximately three-month timeline leading to the June 15 completion deadline.
