About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure urethane insulation materials through a negotiated acquisition utilizing commercial and simplified acquisition procedures under FAR Parts 12 and 13. This procurement will be conducted as a supply-type purchase order with firm-fixed pricing, and the government may determine whether to proceed with competitive procurement based on responses to this pre-solicitation notice. The required delivery timeframe is 30 days after receipt of order or the best expedited delivery available. The anticipated solicitation posting date is August 25, 2025, with quotes expected to be due on approximately August 29, 2025. Prospective offerors must download solicitation documents from SAM.GOV and monitor for amendments, as no telephone, fax, or hard-copy requests will be accepted, though emailed completed solicitations are acceptable.

This opportunity is designated as a 100% Small Business Set-Aside (SBSA) under FAR 6.302-1, restricting participation to small business concerns only. No incumbent contractors or specific companies are mentioned in the notice. The procurement falls under NAICS code 325212 for Synthetic Rubber Manufacturing and PSC category 5640 for Wallboard, Building Paper, And Thermal Insulation Materials. While specific quantities and contract values are not disclosed in the pre-solicitation notice, the streamlined acquisition approach suggests this is likely a lower-dollar procurement suitable for simplified acquisition procedures. The tight timeline between the anticipated solicitation posting and quote due dates indicates an urgent operational requirement for the urethane insulation materials.
