About this opportunity
The Administration for Children & Families (ACF) within the Department of Health and Human Services is conducting a Request for Information on innovative, modular, and interoperable technology solutions and services for child welfare modernization, with vendor responses due by September 2, 2026, at 5:00 PM ET.
This is market research for planning purposes only and does not constitute a solicitation, commitment to award, or basis for future procurement claims. ACF seeks vendor input on standards-aligned technologies and services that support title IV-E agencies at the state, territorial, and tribal levels in exploring, planning, implementing, and maintaining child welfare information systems. The RFI will inform a comprehensive catalog to help jurisdictions understand available solution options, identify capability gaps, and make evidence-informed modernization decisions aligned with the "A Home for Every Child" initiative and federal requirements.
Vendors may submit up to six responses per organization, with one solution per response. Each submission must consist of a Microsoft Word or PDF document limited to five pages (exclusive of cover page and appendices), formatted in Times New Roman 12-point font on 8.5 by 11-inch pages. Appendices may include up to three examples of relevant past experience, limited to two pages per example. Vendors must identify and rank up to five applicable Response Areas from 21 defined categories spanning strategy and governance services, technical capabilities, data management, analytics, interoperability, infrastructure, and compliance. Responses must address overview of the solution and its relevance to child welfare modernization, organizational background and qualifications, detailed solution approach and methodology, and relevant past experience. Each offering must specify supported lifecycle phases (Planning, Implementation, or Maintenance and Operations) and demonstrate modularity, interoperability, regulatory alignment, data quality, and support for non-disruptive vendor transitions.
Vendor questions may be submitted by August 26, 2026, at 5:00 PM ET, with answers posted on the announcement page.
