About this opportunity

The Federal Bureau of Prisons (FBOP) has issued a Special Notice announcing an upcoming Industry Day and Vendor Demonstration for inmate electronic tablet devices. This event, classified as market research under Federal Acquisition Regulation part 10, will take place August 4-8, 2025, at FBOP headquarters located at 400 First Street, NW Washington, DC. The Bureau seeks to evaluate commercially available tablet solutions specifically designed for correctional environments that comply with Trade Agreement Act requirements. The event will consist of one-on-one demonstration sessions where vendors can showcase their capabilities in a structured 45-minute format. This initiative represents the FBOP's effort to understand the current market landscape before potentially issuing a future solicitation for tablet devices.

The primary objective of this market research initiative is to gather information about tablet solutions that can support various inmate services including administrative functions, communications, education programming, and entertainment services. Companies interested in participating must register by July 28, 2025, at 12:00 PM EST, with attendance limited to three representatives per company who must provide government-issued photo identification. Registration requires submission of a capability statement outlining the company's experience with correctional tablet devices, and electronic presentation materials must be submitted 24 hours before the assigned demonstration slot. The FBOP has established strict rules prohibiting sales pitches, recording devices, and proprietary information sharing, emphasizing that this is purely an information exchange event. No contract awards will result from this demonstration, and the government assumes no liability for vendor costs associated with participation.

One-on-One Demonstration Sessions:

One-on-One demonstration sessions will be scheduled upon Government acceptance of a company’s submitted registration form and will be unclassified. Companies interested in participating in a demonstration session must submit their registration packet by July 28, 2025 at 12:00 PM EST. Invitations will be sent out to registered companies once a timeslot has been scheduled.

These one-on-one demonstration sessions will allow a company to showcase its current and future capabilities relevant to the Government’s need. The Government is interested in company technologies, manufacturing processes, workforce expertise, and overall capacity to support the inmate electronic tablet device industrial base. The Government is also looking for any meaningful feedback to shape its acquisition strategy.

Companies may only be in attendance during their scheduled appointment.

Demonstration Session Content:

The FBOP is interested in vendor solutions for inmate tablet devices with the ability to manage administrative functions (commissary ordering, administrative remedies, receiving money, etc.), phone calls, video visiting, emails, education programing, and entertainment/leisure purchasing (movies, music, books, games, etc.).

Demonstration Rules of Engagement:

  1. Information Exchange, not a Solicitation: The Government is being explicit that these sessions are for information gathering and requirements communication. This is not an opportunity for companies to lobby or try to win contracts by revealing proprietary information.
  2. No Sales Pitches or Giveaways: Sessions are about information exchange, not marketing.
  3. No Recording Devices: The use of cameras, tape recorders, or other reproduction devices is strictly prohibited.
  4. Registration and Identification: All contractor personnel must registered and identify themselves accordingly, in advance. Any substitutions or changes to personnel must be provided to the Government at least 48 hours in advance. Any substitutions or changes less than that timeframe will not be permitted to attend.

Companies participating in these sessions should carefully adhere to these guidelines to ensure a productive and positive interaction.
