About this opportunity
The U.S. Army Corps of Engineers St. Paul District is procuring a commercial off-the-shelf inland river towboat for operations on the Upper Mississippi River. The vessel must be either new construction or used (1990 or newer) with a maximum draft of 8 feet 6 inches, horsepower between 1,200 and 3,000 BHP (1,800-2,000 BHP preferred for new construction), and crew berths for at least four personnel including head, shower, and galley facilities. Offerors must provide current U.S. Coast Guard certificates of inspection and documentation, extensive photographs, and complete service histories including major repairs, dry dockings, and any collision or accident records. The Government will evaluate proposals on a best value basis, with delivery date serving as one of the key evaluation factors, and a small number of qualified vessels will be evaluated in person by a USACE subject matter expert team. The deadline for proposal submission is January 7, 2026, with the Pre-Solicitation Notice having been posted on November 20, 2025.
This is an unrestricted, full and open competition with no set-aside designation, and firms of any size are eligible to submit offers under NAICS code 336612 (Boat Building) with a small business size standard of 1,000 employees. The seller is responsible for delivery of the vessel to the USACE Fountain City, Wisconsin Service Base at Upper Mississippi River Mile 733, with the Government preferring delivery during the 2026 navigation season, though later delivery dates will be considered particularly for new construction vessels. No incumbent contractor or award value is specified in this pre-solicitation notice. The procurement supports critical waterway operations and represents an opportunity for boat builders and vessel dealers to supply specialized maritime equipment to a federal agency.
