NASA Clause 1852.215-84 regarding the Center Ombudsman also applies.

NASA/ Johnson Space Center has a requirement for upgrading the Initiator Resistance Measurement Unit (IRMU) to be a self-contained system by eliminating the existing need for peripheral support equipment and control software.
NASA/ Johnson Space Center intends to issue a sole source contract to acquire the Initiator Resistance Measurement Unit (IRMU) Application and Hardware Upgrade from Summit Products, Summit Products was the original manufacturer of the hardware and support software, which includes the upgrade of existing prototype system, qualification system, and IRMUs in JSC inventory. Summit Products is the only source that fits NASA’s requirement.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Seliste Acres at seliste.c.acres@nasa.gov and Patricia Parker at patricia.k.parker@nasa.gov not later than 4:00 p.m. CDT on September 10, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
