About this opportunity

Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price contract on a sole-source basis to the Boeing Company for Fleet Service Representative support for the F/A-18 E/F Block II Infrared Search and Track (IRST) system, with a response deadline of August 11, 2026. Performance occurs at Iwakuni, Japan and Lemoore, California. NAVAIR asserts that Boeing, as the prime contractor responsible for overall system development, architecture, and integration of the IRST system onto the F/A-18 aircraft, uniquely possesses the comprehensive knowledge, experience, and technical data required to maintain the system, and that award to any other source would result in unacceptable delays in meeting Navy operational requirements and substantial cost duplication not recoverable through competition. The sole-source justification cites Title 10, U.S. Code 3204(a)(1) and FAR 6.103-1 (Only One Responsible Source). This synopsis is informational; NAVAIR states there is no commitment to issue a solicitation, make an award, or reimburse expenses incurred by interested parties before contract award. NAVAIR has also issued a concurrent sources-sought notice; responses to the sources sought may impact the Government's acquisition strategy. Interested parties may respond to this pre-solicitation notice to identify capability.
