About this opportunity

The National Institute of Standards and Technology (NIST) is conducting market research to identify potential vendors for an Infrared Optical Spectrum Analyzer with highly specialized technical specifications. The instrument must have a spectral range of 1.0-2.6 microns, a noise floor lower than -90 dBm, spectral resolution of 7.5 GHz, and wavelength meter accuracy of +/- 1 ppm. Vendors must demonstrate capability to provide a device compatible with programming languages like LabVIEW, C, C++, C#, and Python, and include features such as two optical input ports and a built-in frequency-stabilized HeNe laser. Interested businesses are required to submit electronic capability statements limited to four pages by May 22, 2025, directly to Contract Specialist de Ionne Jones via email. The market research will help NIST determine the acquisition method and potential for a small business set-aside.

The procurement is not currently set aside for small businesses, but NIST will consider a small business set-aside if at least two qualified small businesses are identified during this market research phase. The opportunity is classified under NAICS code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) with a size standard of 750 employees. Vendors must provide information about their company, product manufacturing location, country of origin, specification sheets, and typical lead times for delivery. The government expects the entire procurement process, including delivery of goods, installation, and training, to be completed within 8 weeks after order receipt. No specific award value or budget range was disclosed in the pre-solicitation notice, and no incumbent contractors were mentioned.
