Update #2 · Latest ·
The statuatory authority for this sole source award has been changed to FAR 6.302-2 Unusual and Compelling Urgency. Due to the need to have a contract in place by 30 September, a delay in contract award could have serious injury to the Government, particulary NRL.
Update #1 ·
The Naval Research Laboratory (NRL) intends to negotiate with Stacked Systems LLC on a sole source award to a Service Disabled Veteran Owned Small Business concern for the procurment of information technology support in the development, implementation, maintenance, and enhancement of the automated systems supporting the NRL Human Resource Office (HRO). These systems were designed for and are unique to NRL. No other Government or civilian agency utilizes these systems. Stacked Systems has been involved in the design, development, and maintence of the NRL HRO Demonstration Project automated systems since its inception and is the only contractor with readily available knowledge, understanding, and skills in the design, development, and maintenance of the software and algorithms of NRL's demonstration project. As a result, it has been determined that Stacked Systems is the only one who can satisfy agency requirements. The statuatory authority for other than full and open competition is 10 U.S.C. 2304-(c)(5) and FAR 6.302-5(b)(6) Authorized or Required by Statute.

Responses and capability statements shall be submitted via email to the Contract Specialist, Constance Reedus at constance.reedus@nrl.navy.mil. Telephone requests for additional information will not be honored.
